KASHMIR – THE LIKELY PLAY OUT

A fortnight ago, an Indian propaganda video emerged in which an Indian TV presenter was propagating that Mirpur, AJK, is an Indian city. According to that presenter India would soon be annexing Azad Jammu and Kashmir. A few days after that the Indian Army Chief was reported to be saying that the Indian Army was ready to capture Azad Jammu and Kashmir and was only waiting for orders from the Indian Government.

In the days and weeks ahead this kind of Indian rhetoric and war mongering will intensify. Pakistan, obviously, will not let it go by default and will respond in the same and, possibly, more aggressive manner so as to dissuade the Indians from thinking that Azad Jammu and Kashmir is going to be a cake walk for them.

Pakistan should have expected that the Indians, after the annexation of Indian Held Kashmir, will not stop at that and that India will then threaten Pakistan with their intention to militarily capture the territories that are today under Pakistani control in the shape of Azad Jammu and Kashmir and Gilgit-Baltistan. If Pakistani decision makers did not visualize this then they lacked in comprehending things to come in the instant and the not too distant future. 

India has moved a little faster than expected. Why did that happen is a question that now arises and needs to be evaluated in order to see how the Kashmir situation is likely to play out.

Some of the reasons that could have emboldened the Indian Government which spoke through India’s Army Chief when he said that he and his Army were ready to invade and capture Azad Jammu and Kashmir as soon as ordered to do so may be engulfed somewhere in between the lines of the questions given in the succeeding paragraphs. The answers may lie in just one of these questions or in a combination of some of these questions.

First, is it that India has been encouraged by the nonexistent response of the Muslim Ummah and its present day ‘pragmatically indifferent’ leadership towards condemning India and its atrocities against unarmed Kashmiris? Turkey and Iran were the only two exceptions and they condemned India severely. The reaction from Pakistan too has not been as strong as expected

Second, is it that India has been encouraged by the fact that the United Nations and the powerful countries of the world have not condemned India in a manner that has been anything more than perfunctory for annexing Indian Held Kashmir and for its tyranny against the Kashmiris of Indian Held Kashmir?

Third, is it because India has been tacitly assured by the powerful west not to worry about Pakistan but just to get on with the annexation of Jammu and Kashmir?

Fourth, in 1965, Pakistan was assured that India will not attack on the international borders and that the 1965 war will be restricted to the then Ceasefire Line. To its disadvantage, Pakistan had then believed that assurance and very nearly paid a huge price for having done so. Can it, this time round, be possible that India has received similar and very powerful assurances that Pakistan will not attack India at all? Is this, therefore, something that reassures India that the annexation of the Indian Held Kashmir is a foregone conclusion and it is time to talk about annexing Azad Jammu and Kashmir as well as Gilgit-Baltistan?

Fifth, is it that India may have naively assessed, rightly or wrongly (time will tell), that Pakistan has reconciled to a laid back role and will retaliate militarily ONLY and ONLY if Pakistan was directly attacked by Indian Armed Forces in Kashmir or on the international borders and that, thus, India’s annexation of the Indian Held Kashmir is, more or less, a mission already accomplished.

In the days to come, a lot will depend on what Pakistan does, or does not do, in the context of India’s brazen violation of the age old UN resolutions on the Kashmir dispute and its tyranny and oppression that it has unleashed on the poor unarmed Kashmiri people. Pakistan does owe the Kashmiris an obligation after having fought India over Kashmir in the 1947-48 Kashmir War and the 1965 War.

Given that history and the fact that the Pakistan Army has been deployed on the Line of Control for 72 long years because of its claim on all of Kashmir on the grounds of the 1948 ceasefire and the subsequent UN Resolution of 1948 Pakistan is not likely to allow itself to be a helpless ring side onlooker and just watch the massive genocide of the Kashmiris in Indian Held Kashmir.

What steps Pakistan will, or will not, take will now be something to watch with abated breaths. India has already played its best, or worst, cards. The world watches to see if Pakistan can still enforce a solution to the Kashmir issue on the basis of plebiscite which has been Pakistan’s stand ever since 1948.

In short, the situation is precarious for all of South Asia, in particular, and for the world at large, in general. It is, therefore, time for the entire spectrum of world powers, UN, EU and the ‘pragmatically indifferent’ Islamic world leaders to shake themselves awake and not take too much for granted.

The thought that the Indian Held Kashmir being forcefully annexed by India which may then attempt to militarily capture Azad Jammu and Kashmir will not lead to a much wider conflict that will have nuclear ramifications can only be nurtured by a very naïve mind.

Peace is South Asia and the world’s ONLY option. I propose and stand for peace in South Asia and for that peace, by extension, to be achieved for all of humanity the first step will have to be a step that gives the oppressed people of Indian Held Kashmir their right to self-determination which will now be possible only through a proactive effort of the world leaders.

The biggest factor in this whole situation will, however, be the Kashmiri will and motivation to fight on till the last man, woman and child for the freedom of Kashmir from India. It is thoroughly obvious that the leaderless Kashmiris have chosen this path.

If this determination of the Kashmiris is, unexpectedly, broken by India it would have carried the day and the annexation of the Indian Held Kashmir would then be fait accompli. To the contrary, if the Kashmiri determination and will to fight for their freedom remains steadfast over a long period with the live possibility of an armed resistance India will find itself in a deep hole and its integrity will then be prone to more challenges elsewhere in India. The latter eventuality looks like the more probable outcome of the current events unleashed by India in Indian Held Kashmir.

However, the degree of the Kashmiris determination and motivation to fight forever till they achieve their freedom from India will depend, largely, on the kind of support they receive from Pakistan. If that support is meek and timid in nature it will have an adverse effect on the Kashmiri determination and motivation to fight indefinitely against heavy odds such as they are facing today. That the Kashmiris will fight to the end and will either perish or will win is something which no one should doubt. Freedom is their ultimate objective.

However, if Pakistan’s support to the Kashmiris is more forthcoming and is extremely bold in nature it will have the potential to awaken the world to a horrible crisis brewing in South Asia and thus force the UN and the world to step forward and help in bringing about Kashmir’s liberation from India in a peaceful manner.

With that kind of bold Pakistani support, the Kashmiris will also, in turn, be massively reinvigorated and India will then have no chance to subjugate the Kashmiris who now possess an intensely burning desire for freedom.

Contrarily, if Pakistan somehow remains laid back and its support to the Kashmiris is limited to somewhat very obvious cosmetic acts the Kashmiris morale will be adversely affected. Should this happen or, hypothetically speaking, Pakistan totally forsakes the Kashmiri cause, it still looks most likely that the Kashmiris will continue their fight and may, someday, still have the last laugh.

In such an eventuality the Kashmiris will not owe anything to anyone, not to Pakistan and not to India. Kashmiris will then be free to make their own choice with no obligations to any other country. That choice of the Kashmiris will then, in all probability, be their opting for an independent Kashmiri State.

Presently hypothetical, but if that situation actually occurs, the people of Azad Jammu and Kashmir and Gilgit-Baltistan will also then want to shun accession to Pakistan to become a part of that Independent Kashmiri State. Pakistan’s hierarchy, therefore, may soon have no option but to stand up to be counted with the Kashmiri cause – a cause that Pakistan has sacrificed so much for in the past 72 years. 

Many can and will, presently, rubbish such an eventuality but those who do so must understand that the powers behind that option of an independent State of Kashmir, at that point in time, will be far too powerful for both, Pakistan and India, to resist.

The attached PDF document is a self explanatory document that explains my thinking on how The Khattaks of KARAK (NA-15) can truly become owners and controllers of their destiny.

The document outlines what will be my manifesto to be implemented if I participate in the 2018 General Elections and, eventually, win it too.

It is for the Khattaks to basically decide what they want to do, or do not want to do, for the progress and prosperity of their current and future generations.

If the people of KARAK (NA-15) do not wish to become the owners and controllers of their own resources in the near future i.e. through the 2018 elections no one can change their fate towards progress and prosperity.

My Plan proposes that the KHATTAKs should adopt a corporate culture in order to become the collective owners and controllers of all their financial resources. The plan entails the following:-

a. The Khattak Foundation. It will have the motto of ‘owned by the KHATTAKs – controlled by the KHATTAKs’.

b. The Khattak Welfare Trust

c. The Khattak Education Trust

The attached PDF document spells out all details. It is by no means a final word. The basics,however, will not and cannot change if the Khattaks are keen to change direction and become masters of their own collective resources and thus carve out a destiny that takes them towards speedy progress and prosperity. I will welcome critique, suggestions and views openly.

I have placed it on record for posterity hoping that if I am not afforded an opportunity to put this plan in action someone in the future just might pick it up, refine it to those times and then put it into action.

It’s truly time that the people’s resources are utilized by the people themselves instead of by those that the people vote for and then have to beg them, day and night, for whatever services and amenities of life that they may want. The only way that this can be done is by moving towards a Corporate culture as envisaged by my plan.

More power to the people is what I truly believe in. Something the Khattaks have never had. I would like to see the Khattaks exercise their power over their resources.

Let the public representatives (MNAs and MPAs) become guides and partners to the people that they represent. The people cannot and must never become subservient and enslaved to their very own representatives after having elected them. The equation must change for always.

I hope a lot of people will read and share this link. It is essential for you all to participate in shaping your destiny so please do not hesitate in critique and in giving suggestions etc boldly and openly but objectively.

Some countries that basked in petrodollar glory and never thought of diversification of their wealth to sustain their economies in case the petrodollar stopped flowing in are now running deficit budgets with the deficit nearing the 20% mark of their GDP.

These countries were befriended by all and sundry some years ago.The Super powers and the economic giants of the recent past use to fall over each other to befriend those countries.Not that they still don’t but surely to a much lesser degree.

During that period of the past few decades which was the golden era of the petrodollar a poor and underdeveloped Pakistan was always scorned and bullied by all and put to use as a client state whenever needed due to its geo-strategic location.

The aforementioned petrodollar countries kept enjoying the petrodollar as if it would never decline till eternity and didn’t think of diversifying to sustain their future economic situation. Pakistan, on the other hand, kept building itself modestly despite inherent corruption and other short comings like political leadership, military interventions, wars, calamities and much more.

Today, the petrodollar countries are beginning to realize the crisis that they are heading towards. Meanwhile, Pakistan, through the years, has become an established democracy with a robust political,judicial,military,bureaucratic and civil society structure and all of it with a huge level of freedom of speech and association. Pakistan has developed a colossal infrastructure,is the world’s 7th nuclear military power, a major economic corridor linking the whole region is almost operational through the port of Gawadar with China as a partner in the China Pakistan Economic Corridor(CPEC). Besides all that, Pakistan today manufactures fighter aircraft, builds submarines and small war ships, and the power generation is seeing a colossal upsurge. Oil and gas exploration is on the increase with substantial finds in different parts of the country. Lots more too.

In the present fast changing world while the petrodollar countries which did not diversify its wealth and go into industrialization etc are beginning to get relegated in international significance the poor underdeveloped Pakistan of a few years back that was worrying about its existence is solidifying and gaining in international significance by the day.

A resurgent and significantly strong and influential Pakistan of the foreseeable future is not something I am talking about but, in fact, analysts across the globe are painting a great picture of Pakistan’s future.

Those Pakistanis who still say things like Pakistan is lagging and is going to collapse under this or that burden are actually motivated people,for one or another reason.

Pakistan is now a resurgent Pakistan and all the indicators point towards a bright future. It wants peace within and in the region so as to be able to develop faster. But that is a desire Pakistan will have to strive for and hope the neighbors too realize how important peace is for them and all the regional countries. Let’s hope South Asia and the world becomes peaceful for all of humanity to prosper together.

Karak i.e. NA 15 can now no longer be treated as a backyard Constituency or District of Pakistan without serious repercussions to Pakistan’s economic well being. Karak District and some of its adjoining areas in Kohat, Hangu and Mianwali Districts (also Bannu in the near future) are destined to be what may, eventually, be termed as the ‘Petroleum or Energy Province of Pakistan’. This upcoming ‘Energy Province’ of Pakistan that essentially revolves around Karak District now need serious attention of the economic planners of Pakistan. The more and faster that this area is made to develop the better it shall be for the general good health of Pakistan’s future economy as well as for the Country’s overall good in nearly every sector of national life.

While it will be Constitutionally incumbent upon the Federal Government to be paying a huge amount as royalty it is now necessary to pay attention to some other factors which, if they had been implemented in Balochistan when gas was discovered in that Province, would have today seen a

After This I took upon myself a voluntary responsibility to draft an Organisation for the PTI as I had the requisite experience in this field. I was then hoping, and that was a time when PTI had no orgaisation at all, that these suggestions would be circulated amongst the senior leaders who would give their suggestions after which we may have had an Organisation on ground. I had presented theses suggestions directly to The Chairman on two occasions and on both occasions he had appreciated my effort and handed over the same, on one occasion, to a senior leader to have a look into these suggestions and get back to him9The Chairman. That never happened.
Since I had put in long hours on this effort I am posting the same here on my website for the sake of posterity. It saddens me that the PTI senior leadership entrusted with the task by the Chairman never even bothered to have a second look at these suggested organisations.
Later I stressed upon The Chairman PTI to at least incorporate the organisation of The Chairman’s Secretariat as his work then will become easier and smoother. The Chairman agreed and truly wanted it done but again the senior leadership entrusted with the task of coordinating the effort with me havent yet found time to have a meeting for the purpose. The sole purpose of posting these on my website is to save them for posterity as an effort, in vain, on my behalf for the betterment of the PTI. I am afraid I have to say that the organisation as listed in the now approved Constitution is absolutely inadequate. No organisation can be effective without a regular Charter of Duties. The Organisation I had suggested are attached here as presentations.

REINVIGORATION PAKISTAN AND THE PAKISTANI DREAM
Prelude
In these turbulent times I would suggest to the Prime Minister of Pakistan Mian Muhammad Nawaz Sharif to make the speech proposed below this prelude and that too from the floor of the National Assembly in a joint session of the Parliament. Let the world feel the emergence of the new Pakistan through the words of the Pakistani Prime Minister rendered from the floor of the National Assembly with members of the Senate also present.

Let the world see that all divisive lines in Pakistan be they political, ethnical, sectarian, or of any other kind have suddenly been erased. Let the world hear the roar of the new Pakistan through the thunderous applause of all members of the National Assembly and the Senate sitting under one roof for this particular speech and cheering the Prime Minister in unison.f0d4afa7405db0b9b3366e08bbe7[1]

Shaheed Zulfiqar Ali Bhutto put Pakistan back on its feet in the post 1971 war period. Mian Muhammad Nawaz Sharif, the incumbent Prime Minister of Pakistan in 2014, has a date with destiny and I pray that he will repeat Shaheed Zulfiqar Ali Bhutto’s feat and usher in the emergence of the new Pakistan. I pray that Mian Muhammad Nawaz Sharif will provide Pakistan, a country raring to go, the leadership that is essential for Pakistan’s take off towards peace, progress and prosperity.

Pakistan has a free and independent judiciary because of the Long March in 2009. On 15 March 2009, Mian Muhammad Nawaz Sharif broke through all the barriers in Lahore disregarding his personal safety. Today, as Prime Minister of Pakistan, I pray that Mian Muhammad Nawaz Sharif breaks through all the barriers which have stood in Pakistan’s way to progress, peace and prosperity.

These barriers that have always subdued Pakistani political leadership from taking steps that are good for Pakistan are too well known to all Pakistanis. They have to now be overcome – once and for all.

I pray that Mian Muhammad Nawaz Sharif will shun all apprehensions and place his complete trust in the Pakistani nation of 180 million people whose hearts must now beat together if Pakistan has to prosper. I also pray that all the political parties and leaders of Pakistan will stand behind him and prove that Pakistan is one solid nation when interests of Pakistan are involved.

Mr. Prime Minister, pull Pakistan back from the brink of disaster and back to normalcy and then make Pakistan march towards peace and prosperity. Like in the sport called ‘tug of war’ you will find behind you 180 million Pakistanis pulling that rope with such power that the world will be surprised. There is no need to fear anything.

THE ONLY OPTION TODAY IS TO RECLAIM PAKISTAN FROM THE JAWS OF ALL ROUND ADVERSITY AND REINVIGORATE IT IN ALL FIELDS.

On a personal note, I am of the considered opinion that the next 15 years belong to Pakistan and that the forthcoming 15 years shall be the most prosperous and progressive years for Pakistan. INSHA ALLAH.

I say that because ‘Pakistan’s inherent corrective dynamics’ which are akin to an aircraft’s auto pilot system are taking over rapidly and these dynamics, if propelled rather than resisted, will now correct many factors that have hitherto been impediments to Pakistan’s move towards peace, progress and prosperity.

Pakistan’s independent judiciary, ever increasing desire for the rule of law, a very vibrant civil society, an aggressively independent media and the desire of all Institutions to work within their respective domains are some of the constituents of the ‘inherent corrective dynamics’ I mentioned.

So, go ahead, Mr. Prime Minister, take the lead. Take the horse by the reins. Take the wheel at the bridge of the ship called Pakistan and sail it towards prosperity and peace. The ship is ready and its engines are roaring. As the Captain of the ship give that much awaited order ‘ALL HANDS ON DECK AND FULL SPEED AHEAD’.

THE PRIME MINISTER OF PAKISTAN

At the outset I wish to say, from the floor of the National Assembly of Pakistan, Assalamalaikum to each and every Pakistani of all ages, religions, castes, creed, color and ethnicity. I wish to say a very special Assalamalaikum to the magnificent Pakistani youth who are our biggest hope for building the new Pakistan and for realizing The Pakistani Dream.

I have a very special Asslamalaikum to say to all our elders, brothers, sisters and children who live and earn on foreign soil but have their heartbeats synchronized with the heartbeats of the 180 million Pakistanis here in the homeland. We miss you all and I promise you the new Pakistan will soon be beckoning you all to return to your near and dear ones. I promise you that the new Pakistan will have, on offer, conditions good enough for you all to want to come back to the homeland and participate in its reclamation, reinvigoration and rebuilding as a peaceful, progressive and prosperous country. Together we will ensure the emergence of the Pakistan of our dreams. INSHA ALLAH

On my own behalf, on behalf of the entire Pakistani nation and that of the elected representatives of the 180 million Pakistanis sitting in this august House I wish to extend greetings to the people and decision makers in all our near and distant neighboring countries, all the countries of the Islamic world, United States, all the other countries of North and South America, European Union, People’s Republic of China, Russia, Far East Asia, South East Asia, Australia, New Zealand and Africa – in short to the people and decision makers of the world.

My speech today shall lay the corner stones of the emerging new Pakistan that shall be a peaceful and progressive Islamic Welfare State which will be at peace within and at peace with one and all around the world. Our resolve is strong, well-meaning and simple. Our resolve is to achieve the realization of ‘The Pakistani Dream’. Our resolve is to pull Pakistan out of poverty and put it on the map of the rapidly developing nations as well as on the map of the surging economies.

Our resolve is for Pakistan and is NOT against anyone. We will hope that the world will appreciate our efforts at ensuring that the hitherto aid seeking Pakistani nation is converted into a self-sufficient, peaceful, developing and progressive nation that is, in time, capable of aid giving too. Any impediments wilfully placed in the path of Pakistan’s march forward or those that we will encounter as we coast along towards our objectives will, rest assured, be overcome.

The Pakistani Dream envisages a Pakistan that is run in accordance with the Constitution and through the systems and institutions that take roots from the Constitution itself.

The Pakistani Dream envisages a Pakistan wherein the law along with the law enforcing agencies will be the protectors of the law abiding Pakistanis from all unlawful elements as well as from the State itself should State power be misused unjustifiably by any State functionary against any citizen.

The Pakistani Dream envisages a Pakistan where every Pakistani from the common man to the Presidents and Prime Ministers will be free citizens of a free country that will promise equality of justice, equal opportunities for employment, gender equality and empowerment of women, eradication of cronyism, uniform development across the length and breadth of Pakistan, safety of life and property and the emancipation of the downtrodden.

The Pakistani Dream envisages that the hitherto conflict between the Pakistani State and the Pakistani citizen will end and the new motto for all Pakistanis will be “Together we Stand as One”.

The new Pakistan will strive for peace within itself and shall help in bringing about peace in the Region as well as the world at large. Pakistan has proven its desire for world peace through its exceptional contribution towards UN peace efforts in troubled spots around the globe. Pakistani peace keeping forces have left a trail of goodwill, love, care and affection in many parts of the world. Pakistan has always been the biggest contributor of UN peace keeping forces.

Let no one within Pakistan, or outside, have the slightest doubt that the Pakistan visualized by the Founder of our nation Quaid e Azam Muhammad Ali Jinnah will now emerge in full force and nothing, domestic or foreign, will be allowed to stand in Pakistan’s way to become a truly peace loving, progressive, modern and moderate Islamic Welfare State.

It is also necessary to say, unambiguously, that while Pakistan will always stand for peace and tranquility amongst nations it will respond to any act of violence against itself, covert or overt, in a manner that, thereafter, none will dare to violate Pakistan’s sovereignty ever again. Here onwards any state or non-state actors that plan to harm Pakistan in any way must be ready for that Pakistani response that has thus far, for some odd reasons, been held back.

In the times ahead Pakistan will not allow any sort of harm caused to it go by without a solid riposte. Pakistan will stand for peace. I make a promise to the world that Pakistan will never hurt any nation’s peace and will also not allow any other nation to hurt Pakistan’s peace and interests in any manner.

My call to the Region is, therefore, to move forward and progress together in full cooperation between us all so that the nearly three billion plus people of South Asia, Afghanistan, Iran, Central Asian States and China begin to learn to live in a peaceful and progressive environment like the rest of the world in Europe and the Americas. Let humanity, half of which lives in our region; exist in harmony in this very blessed part of the planet which has seen an enormous amount of bloodshed over the decades gone by.

Let bloodshed now be replaced by peace, tranquility, progress, prosperity, mutual cooperation, justice, equal trade opportunities, inter-country employment and all round happiness. Enough is enough as far as negative activity in this region is concerned.

On Pakistan’s part, I say it once again, unequivocally, that the new Pakistan vows to stay away from all actions of any state or non-state actors that it envisages can be harmful to any country in the region. But, I am constrained to repeat, that if such an activity is aimed at Pakistan itself we vow to first sound off an open word of caution to the sponsoring country and if those activities are not ceased forthwith Pakistan will always, inevitably, act in self defence in whatever way that it shall then deem fit to defend its territorial integrity and internal peace, or both.

Over the past 65 years Pakistan has been taking wound after wound silently. These wounds were inflicted upon Pakistan due to the political expediencies and weaknesses of its constitutional or non-constitutional rulers. In the Pakistan of the past the Constitution was mostly rendered helpless. Pakistan has now changed and the Constitution is no longer helpless. The ‘inherent corrective dynamics’ of Pakistan are taking over and Pakistan is no longer willing to receive wounds be they physical, economical or in the shape of created and sponsored internal disruptions caused through ethnic and sectarian violence.

Many grievous wrongs have been heaped upon Pakistan at different times in the past 65 years by the world community and these have stood in Pakistan’s way towards progress and prosperity. As an example let me say that if the 1948 UN Resolution No 47 in regard to the exercise of self-determination for the Kashmiri people had been enforced Pakistan, India and, by extension, all of South Asia would not have been stricken by poverty, wars, proxy wars and other miseries of sorts. The world chose to keep the Kashmir issue brewing and it continues to foment problems in the region. Pakistan now calls upon the world to take the lead and resolve the Kashmir issue in accordance with the desires and right of self-determination of the people of Kashmir.

The invasion of Afghanistan in 1979 by the erstwhile USSR, a super power of its time, and by the only other super power (now sole super power) USA in 2001 have also had devastating and indescribable adverse effects on Pakistan and Afghanistan, in particular, and the region, in general.

All that Pakistan now asks the world for is that Pakistan be left alone as a neutral country and its effort aimed at reclaiming itself from the jaws of adversity must not be hindered in any way. Pakistan intends to resolutely march towards its cherished aim of becoming a progressive, modern and moderate Islamic Welfare State. Nothing is going to stop this march anymore.

The world community must respect Pakistan’s desire to be a useful member of the comity of nations. Pakistan has decided to move on its own towards neutrality, peace, progress and prosperity. No hindrance or dictates shall be powerful enough to dampen Pakistan’s resolve.

Pakistan is no longer going to tolerate its soil being used to shed sacred and valuable Pakistani blood in proxy wars of sorts. To the decision makers of the countries that are utilizing covert efforts to foment religious hatred and violence amongst the various sects of Pakistan I, backed by members of all the sects and religions existing in Pakistan and their public representatives sitting here in this august house, say it loud and clear that such activity must be stopped.

Pakistan knows all about such ongoing activities and as of today we shall observe closely and hope that all offensive and subversive cells being operated through local proxies in various parts of Pakistan through the support of the sponsoring countries will shut down. The ones that shut down will appear on Pakistan’s intelligence radar as having shut down because from this day onwards they are under Pakistan’s intelligence microscope.

Those that do not shut down within a period of 45 days from now will have to face the new Pakistan’s iron fist. It will then not only be the local cells that will be destroyed and deactivated but steps like Pakistan being forced to sever diplomatic relations with the sponsoring country may also be taken. No consequence can ever be of more significance than the need for Pakistan to preserve its own peace, sovereignty and integrity. Besides, Pakistani blood is no longer going to be allowed to spill on Pakistani streets.

The new emerging Pakistan cannot and will not tolerate any intelligence effort from any state or non-state quarters within Pakistan that foments discord and results in the bloodshed of even a single Pakistani citizen of any religion, ethnicity, caste, creed or color. Irrespective of any consideration, hostile intelligence activity within Pakistan will always receive a strong response.

In the light of what has been said about covert and overt offensive intelligence activity in Pakistan by state or non-state actors let me also emphasize that all diplomatic activity within Pakistan by all countries of the world from now onwards will have to be purely diplomatic.

All diplomats acting in non-conformity of the rules and regulations governing diplomatic presence in Pakistan will certainly become a source of tension between Pakistan and their respective countries.

It shall, therefore, be apt for all the countries that have beefed up intelligence resources within Pakistan due to the events of the post 9/11 period to revert to their diplomatic presence in Pakistan in accordance to the agreement between Pakistan and those countries as existing in Pakistan Foreign Office records.

Pakistan lives with the bitter experience of the international conspiracies that led to Pakistan’s humiliating defeat in the eastern sector in 1971 which generated the breakup of Pakistan and the creation of Bangladesh. We will not hide behind excuses. The rulers of Pakistan prior to the 1971 debacle also made mega errors between 1947 and 1971 that contributed towards the happening of the debacle in 1971.

Having acknowledged our own short comings let me now say that those weaknesses of our own we may have overcome, one way or another. Or, on the other hand, we may not have overcome them. But the fact is that, in order to exploit our weaknesses, the erstwhile USSR then colluded with India to militarily bring about the dismemberment of the then Pakistan and made the creation of Bangladesh possible through military means.

The USSR teamed up with India to teach Pakistan a lesson because of Pakistan having facilitated the opening of diplomatic relations between USA and China through the week long all important visit of President Nixon to Peking (now Beijing) in 1972. That visit may not have taken place for a very long time to come had it not been for Pakistan’s cordial relations with the then reclusive China. It is also a known fact that the Pakistani efforts stemmed from a special request made by President Nixon and Henry Kissinger to the then Pakistani President after having invited him to the White House. It is an open secret that it was Pakistan that planned and made possible Henry Kissinger’s secret visit to Peking in 1971 which enabled President Nixon to announce on July 15, 1971 that he would be visiting China in the following year i.e. 1972. The visit then took place from 21 – 28 Feb 1972 and was described by President Nixon as ‘the week that changed history’ while Henry Kissinger described Nixon’s meeting with Chairman Mao Tse Tung as ‘an encounter with history’. All of that was made possible through the efforts of Pakistan.

However, in 1971, despite all its good efforts, Pakistan found itself standing absolutely alone when it was being made to break up through military means resulting from a collusion between one of the then two super powers i.e. the USSR with India.

Additionally, the price Pakistan has paid for having been in the thick of the situation arising out of the 1979 invasion of Afghanistan by the then super power i.e. the erstwhile USSR has been colossal. What Pakistan has had to face because of the USA/NATO invasion of Afghanistan in 2001 has been even worse and the trauma is, as yet, ongoing. All of it is too well known to be repeated.

In the light of these and many other bitter experiences Pakistan has decided that it will no longer be available to any super power of the present era, or the future era, for any role that may antagonize any other power block of the world. Only those initiatives will always be welcome and will be supported which are helpful to the development and progress of Pakistan or any other country in the neighborhood and the region. Pakistan will not allow itself to ever again be sucked into never ending, futile, alien and destructive wars.

If Pakistan is forced to suffer economically, or in any other way, for such a neutral and nonaligned foreign policy, so be it. We shall face and conquer those circumstances when we come to them. Hopefully, they will not be made to occur. But if they do occur or are made to occur Pakistan as a resilient nation will overcome difficulties imposed upon it unjustifiably.

I want my voice heard as that of the new Pakistan. A voice that is one human voice but behind it reverberates the voice of nearly 180 million Pakistanis when I say, with all the emphasis at my command, that the new Pakistan will stand on its own feet – come what may.

We will rise from the ashes on our own steam. It will be slower but will be made to come about till the world realizes the emerging reality of a new peaceful and progressive Pakistan and begins to have a reasonable attitude towards Pakistan.

Even if nations of the world deny us support for their own reasons, whatever those reasons may be, we will respect their denial and still have very cordial relations with those nations in the hope that they shall someday realize and find in Pakistan a peaceful, trustworthy and reliable friend- not an ally.

We need the world’s good wishes and support for the strong resolve in the new Pakistan to be a vibrant, peaceful, progressive, prospering and friendly Islamic Welfare State.

Pakistan, on its part, makes a promise to the world that it will strive hard to be a useful and productive member of the comity of nations. Pakistan intends to spearhead the South Asian economy in the coming days.

Without the fear of being repetitive let me once again stress on the all-important aspect that Pakistan assures the world that it’s now onwards struggle will be aimed at becoming a self-respecting, dignified and a completely sovereign State which will respect the self-respect, dignity and sovereignty of all other States irrespective of their size, influence, financial power or military might.

The new Pakistan has stopped asking for aid. We do not want aid anymore. We now want trade, industrial and commercial cooperation and respect for our values while we too respect your values.

As a respectable nation Pakistan also promises all international financial institutions and countries that Pakistan shall return each and every penny it owes to any institution or country.

The present turmoil in the region which was not created by Pakistan but has engulfed Pakistan in a never ending vicious cycle of violence must come to an end. We can ill afford violence in Pakistan while we embark upon our quest for all round progress and prosperity. In fact, peace in Afghanistan is of paramount importance to both, Afghanistan and Pakistan. Therefore, while Pakistan will try and earn its own peace, as it deems fit, the UN, USA and NATO must accelerate their efforts to negotiate peace in Afghanistan.

Modest estimates show that Pakistan’s economy has suffered to the tune of nearly 100 billion dollars because of the Afghanistan turmoil that has spilled over into Pakistan and engulfed it for over a decade. According to estimates the loss of life stands at around 60000 people dead in violence of sorts. The now controversial International War on Terror has also gotten so localized that it is compressed from an international arena into the Pashtun belt of Pakistan and Afghanistan. The Pashtuns deserve peace and progress on both sides of the Pakistan-Afghanistan border. While the world rebuilds Afghanistan I promise the Pashtuns on Pakistan side of the border that, with or without world assistance, Pakistan will develop the entire Pashtun belt of Pakistan at a fast pace as we earn our peace.

The armed forces of Pakistan, its para military forces and the police have lost more men and officers, including General officers, than the armed forces of the rest of the world put together despite the fact that the US and NATO forces physically occupied two sovereign countries over the past thirteen years.

What is painful for all Pakistanis is that the free world does not even acknowledge Pakistan’s forced sufferings and damages. Sadly still, the world does not even understand the extreme conditions that Pakistan has had to face in the past thirteen years for no fault of its own. Instead of looking at Pakistanis with respect for having stood up as a peaceful nation Pakistanis are scorned across the world. We will, by the strength of what the new Pakistan will achieve, redeem the lost prestige of Pakistan in the eyes of the world and will achieve it very soon.

I shall now say a few words for Pakistan’s domestic consumption and welcome the world to remain a part of the audience for a better understanding of the emerging new Pakistan.

I am a Pashtun, a Baluchi, a Sindhi, a Kashmiri, a Gilgiti, a Punjabi and most of all a Pakistani. Let us all rise above everything else and just be Pakistanis from this day onwards. But before I move on let me speak my heart out for my Pashtun brothers and sisters.

Our brave Pashtuns bore the ill effects of the Soviet invasion of Afghanistan and have now borne the brunt of the War on Terror. In 1947 the brave tribes of Pashtuns won for Pakistan what is today a major part of Azad Kashmir. In 1965 and in 1971 the brave tribal lashkars came to Kashmir and fought side by side with the Pakistan Army voluntarily. The gallant and patriotic Pashtun tribes guarded Pakistan’s western borders without the presence of even a single regular soldier on those borders during the 1965 and 71 Wars with India.

Today, let me ask all Pakistanis to stand up and salute the bravery and the extreme sense of patriotism of the valiant Pashtuns.

I assure our Pashtun brothers and sisters that the rest of Pakistan will now sacrifice in order to give them their due in the new Pakistan in the shape of the most rapid paced development in each and every sector of life. We Pakistanis are proud of you all. We salute your patriotism over and over again.

Pakistan will now rise from the ashes of the past 65 years of poor governance, political instability, wars and military stand offs with India primarily due to the outstanding issue of Kashmir. In short, Pakistan WILL now rise from the ashes of all the adversities it has faced. On behalf of the resilient and determined people of Pakistan I assure the world that it will witness all of this happening in the coming weeks, months and years. We seek friendship of one and all but will not bear the hegemony of any country or of any International Financial Institution anymore.

I wish to say to the eternal pessimists within Pakistan, to all those whose belief in Pakistan’s future has dampened as well as to those, within and outside Pakistan, who have toiled hard to destroy Pakistan from within that Pakistan’s future is extremely bright. No amount of sponsored or indigenous disorders will ever be able to even dent Pakistan’s sovereignty and integrity.

I want to say to them all that Pakistan is destined to soon be on the road to development, progress and prosperity and that it shall all be wrapped in a blanket of peace, harmony and tranquility.

I do hope that the pessimists amongst Pakistanis will begin to re-orientate themselves and get into a more positive mind and try to make themselves useful and productive Pakistanis. Pakistan needs their positivity.

To those from amongst us who have toiled hard to harm Pakistan let me say, in blunt and unambiguous words, that they have failed miserably in their efforts to damage and undo Pakistan in one way or another and that their best effort aimed at harming Pakistan has passed away unsuccessfully. They shall now onwards not have available to them the playground from which they have thus far acted against Pakistan’s interests with impunity while pretending to be respectable citizens in one guise or another.

Pakistan is here to stay and will, from this moment onwards, move from strength to strength, till the world around it recognizes it as a completely sovereign, dignified, self-respecting, honorable, progressive and prosperous Islamic Welfare State that respects these very attributes of all the nations of the world i.e. from the weakest country to the only super power.

Pakistan’s fifth columnists have been moving about in our society clad in designer suits, shirts and ties. Our fifth columnists have moved about in our society in one or another respectable disguise and have always been known to the agencies of the State of Pakistan who have been extremely lenient and soft on them so far. Those days are now over.

Pakistan will, from this day onward, deal with all fifth columnists working against the interests, integrity and sovereignty of Pakistan on their own, or on being sponsored by foreign state and non-state actors, with a heavy hand and under the relevant laws of the land that will be strictly implemented. Hey days for anti-state elements to function within Pakistan with gay abandon are over. They should now be on their guard to face the consequences from state agencies which will now guard the country’s integrity with a vigor not hitherto seen. Riding on the back of foreign funds provided for damaging Pakistan’s interests will no longer be a smooth ride. All enemies of Pakistan thus stand warned. Either you give up your anti-Pakistan activities or face the consequences of such activity.

Having so cautioned the fifth columnists and other elements that cause law and order situations and disruptions in our civic life let me say emphatically that the law abiding citizens will never have to fear as the State personnel will, rest assured, always act as their servants and protectors.

To the servants of the people of Pakistan whether they are in the political sphere, civil bureaucracy, in the military, the diplomatic service of Pakistan, in any State owned autonomous and semi-autonomous body, the police, civil armed forces, Pakistan customs, the revenue departments, departments of defence production or in any other way in the service of the State of Pakistan I want to say in unambiguous terms that the days of weighing a public office as lucrative are over. You are all there to serve the State of Pakistan and not to squeeze out of Pakistan ill-gotten wealth. It is time to give your expertise to Pakistan. It is now time to deliver. As of now the State will be watching.

In the days to come those who carry on with the habit of fleecing Pakistan should be prepared to feel the iron hand of the new Pakistani State on their neck the moment they indulge in graft, kick-backs or receiving of bribes. Your choice is clear; either you serve the State of Pakistan selflessly or leave before you feel the grip of the State on your white collars. Rest assured the new Pakistan shall be ruthless with those who plunder it and with those who make the lives of the citizens of Pakistan miserable.

If you do not have mercy on Pakistan today then you should not expect mercy from Pakistan when you are discovered for illegal acts.

As a first step towards the State of Pakistan taking the responsibility to protect each and every citizen and his, or her, property it has been decided that as of this day the only people who will carry a weapon in public will be those personnel who are in the service of Pakistan’s armed forces, civil armed forces, police, authorized private security companies and/or any other person authorized to carry a weapon due to reasons of being in the service of Pakistan.

No private person will move about with armed private body guards even if the weapons are licensed. Every weapon in the hands of anyone who is not a State official designated to carry a weapon will be considered as illegal and will be confiscated. In short all licenses are being suspended and duly licensed weapons will be deposited at police stations with their licenses. Pakistanis must regain their lost confidence in the State’s ability to protect all citizens.

To all those who took on the Pakistani State and the Pakistani people through an armed conflict which saw indiscriminate bombings at schools, mosques, imam bargahs, market places, hotels, funerals etc. besides their attacks on the symbols of the State like the armed forces personnel, armed forces installations, police and civil armed forces personnel, police stations, government offices etc. I shall like to say that it is time for violence to give way to peace.

It is now imperative for them to cease all anti state activities and violence forthwith and let the peace negotiations proceed to find a way out of the impasse within the shortest reasonable period of time. The new Pakistan has undone the mistakes of the past by announcing a neutral foreign policy to be followed in the years to come. This too should facilitate the peace negotiations.

Everyone has seen that the intense and indiscriminate attacks have further strengthened the resolve of the Pakistani State and the Pakistani people to bring peace to Pakistan. Pakistanis are happy to note that there is an all-round urge for peace. We must capitalize on that urge for peace and not let the ongoing peace talks be sabotaged. It is for all to see that schools, mosques, market places, hotels etc. are today brimming with life despite all the indiscriminate violence of the past many years. Police stations and military installations can be damaged but not annihilated within any modern state and Pakistan is a very strong modern state. Therefore, why all this violence? Muslims, be they in Afghanistan or in Pakistan should never have been at war amongst themselves under any banner whatsoever. However, since history is history, and all this has happened, let us now find a peaceful solution in Pakistan.

Pakistan will give the peace negotiations a very fair chance to succeed. As a first step Pakistan hopes that the ongoing negotiations prove to be successful within a reasonable period of time. Pakistan as a strong modern State is constantly weighing its options in all the possible emerging hypotheses. I assure you all that Pakistan will never run out of options in any emerging situation. The new Pakistan will prove up to any situation that it is likely to confront in case the peace talks fail though Pakistan earnestly desires that the peace negotiations must succeed.

Baluchistan is close to every single Pakistani heart. Pakistan will pay special attention towards the development and achievement of peace and tranquility in Balochistan. We shall initiate actions that will bring the Baluchi sense of deprivation to an end. This is a solemn pledge being made to the people of Baluchistan by the emerging and new Pakistan. If Pakistan has to develop Baluchistan has to be its stepping stone towards that development. In other words Pakistan can develop only if Baluchistan develops at a fast pace.

In summing up let me say that just like the National Assembly and the Senate approved the Nineteenth Amendment in an amicable manner a Committee will be formed comprising of legislators of all the political parties that will formulate new laws and amend old laws relating to the functioning of the political parties of Pakistan. This Committee shall also bring about electoral reforms of far reaching consequences so as to ensure that Pakistan always has free and fair elections.

As a major step towards political reforms I consider it of paramount importance to ask all political parties to disband armed militant wings within the next 30 days – should any party have such militant/criminal elements in their ranks. Politics and violence cannot go hand in glove if Pakistan has to have an emancipated civil society. Militancy has to now give way to peace, progress and prosperity. There is no other option for Pakistan.

I will say it as emphatically as it can be said that Pakistan today has a military potential that any country can rightly be proud of. Pakistan built this conventional and unconventional military capability at a very great sacrifice and despite resistance, pressures and sanctions. Pakistan did so after it realized in 1971 that it shall have to possess the unconventional military capability so as to be able to defend its own territorial integrity. Pakistan is proud of all its scientists and other personnel that were involved in the process which gave Pakistan its nuclear military capability. Let me also say that it is this balance of military power, especially in the unconventional military capability, between Pakistan and India that has kept the two countries from going to war ever since 1971.

Pakistan realizes the fact that war is no longer an option for Pakistan and India to resolve any issue. Pakistan hopes the Indian leadership also realizes the same and decides, like Pakistan, to sit on the table and decide the Kashmir issue according to the wishes of the people of Kashmir or let it be resolved by the UN in accordance to the UN Resolution No 47 of 1948. I want to make yet another appeal to the world leadership to use its influence on the Indian leadership so that the Kashmir issue is resolved to the satisfaction of the people of Kashmir. Step in and mediate and let the Kashmiri people have their fundamental right to decide their fate and destiny.

Having elaborated upon Pakistan’s conventional and unconventional military potential as being very significant let me say it as clearly as I can that none in the world needs to fear or have any apprehensions about this tremendous military potential that Pakistan possesses. Only those who have any evil design on the integrity and sovereignty of Pakistan need fear Pakistan’s powerful and determined riposte. The world must now know that Pakistan will be seeking peace for itself and shall be honoring the peace of all other nations.

I assure Pakistan’s armed forces that they will always have enough resources so as to keep ahead of time and, thus, always be in a fit state to defend Pakistan. I reiterate, once again, that Pakistan intends to be a peaceful, progressive and an entirely responsible modern State with a wish that no other country will ever try and foment discord and violence in Pakistan.

I and the nation stand and salute the valiant armed forces of Pakistan. We are together Pakistan’s strength. I want our soldiers to know Pakistanis value their sacrifices immensely. As a nation, 180 million hands rise in a salute to our brave sons and daughters who are in the service of Pakistan’s armed forces and to those who have laid down their lives for Pakistan.

Let us now, for a moment, also hang our heads in remorse that we let so much adversity happen to Pakistan. After that moment, let us raise our heads once again, put our chests out and remove the forlorn looks in our eyes and replace those looks with one of determination, pride, dignity, honour and self-respect that will guide us individually, as well as collectively, through our new journey that will usher in a new Pakistan as well as the Pakistani Dream. Finally, I will request the members of the National Assembly and the Senate, and also all Pakistanis anywhere at this particular moment to stand and offer Fateha for all those gallant officers and men of the Pakistan armed forces, civil armed forces and the police who have been killed in ensuring that we who live on live in a secure and safe Pakistan. Let us also remember in our prayers all our elders, fathers, mothers, brothers, sisters and children who were killed due to the violence of the past 12-13 years.

Let us tell them and their relatives that we are a grateful nation and that we dedicate the new Pakistan to their sacrifices.

I promise Pakistan and its people that the next fifteen years will be Pakistan’s best ever 15 years. Those 15 years start right here and now.

Meeting With Mian Nawaz Sharif The next few weeks, months and indeed the next five years will be extremely important for Pakistan, its people, the incoming Prime Minister Mian Nawaz Sharif and his PML(N). Mian Nawaz Sharif is going to be the ‘man on the spot’ of the foreseeable future. Whatever he does will either make or destroy Pakistan’s future. Having been a Prime Minister twice the people of Pakistan expect him to do well.
Mian Nawaz Sharif has set up a date with his destiny as well as that of Pakistan. Absolute success is his only option as Pakistan now has a zero capacity for sustaining another failed government. History too will be unforgiving.
This is no easy situation for Mian Nawaz Sharif and, consequently, for Pakistan. Therefore, it becomes incumbent upon all political parties, irrespective of their political differences with Mian Nawaz Sharif or the PML(N) to cooperate with the incoming government in all its positive actions. Each and every political party and political leader owes this cooperation to none other than Pakistan itself.
Mian Nawaz Sharif must know that every Pakistani has his, or her, eyes on the team that he builds around himself. It is granted that people who have stuck to their guns with Mian Nawaz Sharif through thick and thin would probably be upper most in his mind for various key appointments and we are likely to see a lot of that happening in the initial days. But what Mian Nawaz Sharif must do, in his and in Pakistan’s interest, is that concrete targets for the first three months must be set for the people who are going to walk into the corridors of power with Mian Nawaz Sharif in the next couple of weeks. The bar should be raised for those who achieve their initial targets and those who fail to achieve reasonable successes must be shown the door and be replaced. Mian Nawaz Sharif will have no room to accommodate non achievers in significant positions without paying a heavy price for doing so.
Solving of the deadly menace of power outages (load shedding) must be amongst Mian Nawaz Sharif’s highest priorities. Some of the ways to do that will include (1) conversion of the thermal power stations to become coal driven (2) developing and acquiring nuclear power generating capacity (3) allowing more than one privatized power generating unit at each local level e.g a Tehsil or a District to avoid monopoly and to generate competition and better services to the locals (3) to let the private sector explore and undertake any power generation project on a commercial basis as long as marketing and sale of their power remains their own business (no sovereign guarantees) and the people are allowed free access to any power provider (including WAPDA) (4) allowing of duty free import of hybrid cars/jeeps of up to 4000 cc for a period of three years after which all CNG stations must be closed down and the gas thus saved utilized for industrial purposes and for power generating units in the public as well as private sectors (5) competitive private power generating units must be liberally encouraged without assigning any concessions like guarantees etc. The energy crisis has acquired critical dimensions and unconventional out-of-the-book solutions will be needed.
Mian Nawaz Sharif must expound the political will to make Pakistan a country that is seen as an extremely responsible State which desires peace within, with the Region and the world at large. A very powerful personality with a rational voice in the Foreign Office of Pakistan shall be required to achieve this image of Pakistan. That voice in the foreign office must also be able to convince the world that Pakistan’s effort to become a stable and economically sound country in the region must not be hindered. A most dynamic Foreign office team must thus be amongst Mian Nawaz Sharif’s top priorities.
Improving and maintaining law and order in Pakistan with special emphasis on the crucial areas of distress in this sector of governance will be, if not more, just as important as the provision of energy. Success in these two sectors will bring about a turnaround in the economic sector as well as the general health of Pakistan as a nation that can then lead its daily life in a constructive and civil manner. Foreign investment will be an automatic corollary.
Peace in Karachi is the key to Pakistan’s revival in most sectors of national life including its economy. A Prime Minister needs to only make a team of efficient people to look after the law and order sector of governance and accord his political will to improve the situation and, thereafter, it is that team that functions and produces the requisite results. This is what the people of Pakistan expect from Mian Nawaz Sharif and shall be watching closely.
Ever since Mian Nawaz Sharif’s return to Pakistan in late 2007 he has been extremely balanced in his approach towards relationship with the country’s military establishment. The Army, under General Ashfaque Pervez Kayani, has also moved a long way towards creating civil military harmony despite provocations of the highest order. Mian Nawaz Sharif must now bring the civil military relations to a new and raised platform of professionalism in the best of national interests. This will augur well for a quicker all round recovery. Mian Nawaz Sharif will be well advised to visit the Army units in the company of the Army Chief in far flung areas and show that he is one of them by resorting to casual contacts with the soldiers and men bearing hardships for the county. This will, for sure, help Mian Nawaz Sharif develop a very healthy civil-military relationship. Pakistan will be a huge beneficiary of this cordial relationship. The holding of meetings of the Defence Committee of the Cabinet (DCC) as a routine will further boost civil-military understanding of national matters.
The promotion of national harmony will also have to be one of Mian Nawaz Sharif’s top most concurrent priorities. He will have to undertake more visits to KPK where his political adversaries have the reins of the Provincial government and magnanimously announce mega development projects for that Province. I had once written a letter to President Asif Ali Zardari and had held a Press Conference indicating a road map for the progress of Khyber Pakhtunkhwa and FATA. In the promotion of national harmony Mian Nawaz Sharif must interact with the PPP government in Sindh just like he would have if it had been a PML-N government and make Pakistan look as if Pakistan is ONE united country on its way towards progress and prosperity. He must undertake visits to the interior of KPK, Sindh, Balochistan, Gilgit-Baltistan and Azad Kashmir without let or fear. If the security forces of Pakistan cannot provide security to its own Prime Minister how will they ever protect Pakistan? The fear factor created by aides will have to be overcome by Mian Nawaz Sharif in order to win the hearts and minds of all Pakistanis. In short the promotion of national harmony must figure way up in the priorities that Mian Nawaz Sharif will lay out for himself. Pakistan can no longer be pulled in different directions and still hope to prosper and progress as a happy nation. Fiefdoms will have to go and all opposition parties governing provinces, or not, will have to show greater maturity till it is election time again.
Magnanimity always emanates from the more powerful. Mian Nawaz Sharif has a very strong mandate and thus the most powerful position in the country. He will have to be magnanimous. Accommodative politics will stand Mian Nawaz Sharif in good stead. He must meet all political party heads, including those of small and regional parties, on a regular basis. Leaders of bigger parties will have to be accorded protocol worthy of them. Mian Nawaz Sharif must not always expect others to call upon him but instead ask for appointments to call upon other party heads for informal discussion on national matters.
The ball is fairly and squarely in Mian Nawaz Sharif’s court and he must know that from now onwards every word he utters and every gesture he makes are watched by 180 million expectant eyes that are now very weary and are full of pain and have no hope left in them. Can Mian Nawaz Sharif give those eyes hope and take their pain away? Everything is at stake for Pakistan and for Mian Nawaz Sharif. He can become the Mahathir of Pakistan or be just one more forgotten ‘also ran’ case.

Karak and Surrounding Areas Oil and Gas Fields

1. I have declared that I shall contest the forthcoming general elections on 11 May, 2013 for NA 15 (Karak) as an independent candidate. If the Khattaks of NA 15 (Karak) repose their confidence in me I shall ensure that I lay the foundations of a progressive Karak District which shall serve as a model for all of Pakistan to follow. My concepts and outline plans are contained in the succeeding paragraphs. My attempt shall be to put my views across in a manner that it is easy for all, i.e. the professionals as well as the general public, to understand.

2. Karak is now an oil and gas producing District. The production levels today indicate only the beginning of a golden era for Pakistan as well as the Southern Districts and the Southern Agencies of Khyber Pakhtunkhwa and FATA respectively. To give a rough estimate the value of the oil and gas being produced annually in Karak has crossed the $3 billion (Rs 300 billion) mark. The intensity of exploration (surveys) being carried out and the success rate of the new wells being attempted are most encouraging which indicates that the value of the oil and gas production in District Karak will increase manifolds in the coming ten years or so. Add to Karak’s production the oil and gas being produced in the neighboring Khattak inhabited Shakardarra of Kohat District and this area as a whole emerges as an area with the potential of becoming the future ‘energy producing basin’ for Pakistan. The combined production of crude oil in Karak and Shakardarra warrant the necessity of a refinery within this area. Karak and Shakardarra have already started playing an important role in Pakistan’s economy and this role is going to be upgraded to being substantial over the next few years. Even the resurgence of Pakistan’s economy shall be directly impacted by the development of Karak and the surrounding region.
Kohat – Bannu Basin
3. Karak, having produced more than $3 billion (Rs 300 billion) worth of oil and gas in the fiscal year 2012-13, earned around Rs 25 billion as Royalty on this production for the Province of Khyber Pakhtunkhwa. Out of this revenue Karak, as its share, received only Rs 1.2 billion as Royalty for the fiscal year 2011-12. This amount (Rs 1.2 billion) really is like giving peanuts to the people of District Karak in return for the wealth that emerges from their lands. A more equitable formula will have to be arrived at in the days to come. This amount (Rs 1.2 billion) was placed at the disposal of the MNA from Karak who belonged to JUI(F), and the two MPAs from Karak, one from JUI(F) and one a provincial Minister from ANP for utilization in the fiscal year 2012-13. It is widely believed by the people of Karak that these funds were spent on various projects as and how it was desired by the public representatives and not in an orderly and planned manner aimed at achieving substantive long term objectives that could better the lives and prospects of District Karak and its people as a whole. People talk of gross irregularities but that is not my area of concern in this policy paper.

4. Over the past many weeks I have been pondering over this matter and have come to certain conclusions which too will be further refined through a process of consultations and debate coming from the general public as well as the educated professional people of the Khattak tribe itself. Views from professionals from anywhere who happen to read this document will certainly be most valued. My concentration in this policy paper is on Karak and the Khattaks as this is the Constituency I shall be contesting from and it is, therefore, absolutely essential for the people I desire to represent in the National Assembly to know how exactly do I think on matters that are important for the general uplift of Karak and the Khattaks. Being a Pakistani I am very concerned about all of Pakistan and after I have highlighted my vision for Karak I feel that people from all over Pakistan can then study it and see how best the model can be applied to their Districts and Constituencies.

5. Through my vision and model for NA 15 (Karak) I wish to ensure the achievement of objectives that will ensure:-

a. A general uplift of the District through creation of commercial activity.
b. The utilization of all funds received as Royalty, MNA or MPA funds and other such grants that maybe allocated by a government from time to time in a transparent manner and in a way that long term projects having a bearing on the collective lives of the people of Karak are undertaken in a planned manner through a properly staffed organization designed to achieve the laid down objectives.
c. Provision of employment opportunities within the District for the skilled and unskilled labour as well as for the highly educated professionals belonging to the District. It is intended to bring the KHATTAK brains back to the District by creating an infrastructure that provides job opportunities to those who work elsewhere for want of such opportunities at home/close to home.
d. The utilization of the District resources/revenues in a manner that within the next 5 years District Karak begins to serve as the role model for all other developed and underdeveloped Districts in the country to follow or emulate.
e. To make the people of Karak the masters of their own destiny and not be subservient to their public representatives for matters that affect their daily lives in as far as the basic amenities of a decent human life are concerned.

6. While these objectives and aims are not easy to achieve they are also not impossible to achieve if we are driven by an honesty of purpose. From my point of view I do realize and understand that if any resource rich district/area and its surrounding districts/areas are not developed at a fast pace we will see a Balochistan kind of a situation in that area in one form or another in due course of time. The people of Karak today watch, everyday, hundreds of tankers carry away crude oil from the oil wells of the District. When they go home many do not have clean drinking water to drink. Such deprivations lead to a simmering which, in turn, then develops into low intensity conflicts that, subsequently and inevitably, lead to full blown conflicts.

7. To begin with, the conflicts of interests begin in the area directly affected which in this case would be Karak and surrounding areas. Once the conflicts of interests erupt they gradually engulf what can be called a Region which in this case would be all the southern districts of Khyber Pakhtunkhwa and the adjoining tribal belt i.e. Orakzai, Kurram, North Wazirstan and South Waziristan Agencies. Many amongst the general public may not know that besides oil and gas Karak has huge deposits of salt and gypsum besides huge quantities of some very valuable and sought after minerals. Other areas in the region are coal rich while the tribal Agencies are areas that still need to be explored. Karak, geographically, is the heart of southern Khyber Pakhtunkhwa and while it must be developed at a quick pace it also cannot become an island of progress and prosperity with the rest of Southern Khyber Pakhtunkhwa and Southern FATA remaining neglected. With Karak as the epicenter of development the entire Southern Khyber Pakhtunkhwa and adjoining FATA will have to develop together under a master plan prepared by the provincial and Federal governments so as to avoid a Balochistan kind of situation in this region in the years to come. Wise nations turn to prevention rather than ending up in incurable situations. People in power from here onwards will have to accord absolute attention to Karak, southern districts of Khyber Pakhtunkhwa and all the southern agencies of FATA.

8. With what I have said above as a preamble I will now put before the readers of this document and all my fellow Khattak tribesmen my plan for the development of District Karak i.e. NA 15. The people of Karak must know in 2013 what they will be voting for if they chose to vote for me and also what they will be denying themselves and their future generations if they, for whatever reasons, choose not to vote for me. I do feel that this plan can also serve as a role model for all the Districts of Pakistan.

9. Before I outline the plan which will be subjected to a public debate during the election process and also placed before the educated professionals of the Khattak tribe let me show you how Karak is constituted politically, administartively as well as demographically. Those characteristics are as given below.

a. NA-15, as a Constituency, corresponds to the Administrative boundaries of District Karak.
b. The District has 21 Union Councils spread over three Tehsils.
c. The three Tehsils are Takhte Nasrati, Karak and Banda Daud Shah
d. Takhte Nasrati Tehsil comprises of 7 Union Councils, Karak Tehsil of 9 Union Councils and Banda Daud Shah Tehsil of 5 Union Councils.
e. There are two MPA Constituencies i.e. PK 40 which essentially covers Karak and Banda Dud Shah Tehsils i.e. of 14 Union Councils whereas PK 41 essentially covers Tehsil Takhte Nasrati i.e. 9 Union Councils. Amongst other things, let me say as a passing remark, that if elected I will endeavor to draw up a third Provincial Constituency revolving mainly around Tehsil Banda Daud Shah before the next scheduled general elections get due in 2017.
f. NA 15 i.e. all of Karak District is inhabited by one single tribe i.e. the Khattaks

10. The Long term vision that I have for the development of District Karak will entail the following:-
a. Creation of the Khattak Foundation (KF)
b. Creation of the Khattak Welfare Trust (KWF)
c. Creation of the Khattak Educational Trust
d. Development of a modern Industrial Hub/Estate.
e. To work out with the Army, Navy, Air Force, Frontier Corps
Khyber Pakhtunkhwa, Frontier Corps Balochistan, Provincial
Police of Khyber Pakhtunkhwa and Balochistan the minimum
Agenda of building the following in Karak:-
(1) Cadet College Karak.
(2) A Federal Government Public School and College for
women in Karak.
(3) A Fauji Foundation Hospital.
(4) At least one big project in Karak in collaboration
between the Fauji Foundation and the Khattak
Foundation that should provide post retirement jobs to the huge number of ex-servicemen of Karak and/or their children.

NOTE: – These projects will be asked for as a matter of right as Khattaks of Karak are second only to District Jhelum in the provision of manpower to all the organisations, military and paramilitary, named above. They serve in the rank and file and also as officers who have risen to be Generals. It is now time for the Armed forces and the paramilitary forces to reward the ex-servicemen of Karak, through the projects mentioned above, so that their sons and daughters get the facilities that can act as their stepping stone to a better life than their ancestors. The armed forces and the paramilitary forces mentioned above owe this as a debt to the Khattak ex-servicemen

f. To ensure that the local Karak Administration is entirely free
from political interference from the public representatives. The administration will serve the people on their own and the public representatives will come into action only when the administration is found to be ignoring the needs of the people or are unjust to anyone’s legal requirements/basic amenities etc

THE KHATTAK FOUNDATION

11. This Foundation is basically conceived as a body that will receive, directly, from the Provincial government the entire Royalty on oil and gas production of Karak District. If elected I shall also make available the MNA funds etc directly to this Foundation and shall try and convince the new MPAs to also funnel their MPA funds directly to the Khattak Foundation for transparent developmental activity throughout Karak which will then be planned and over seen by the Khattak Foundation itself. For this purpose The Khattak Foundation will comprise of the following:-

a. Chairman. It is proposed that all future incumbent MNAs
should be the Chairmen of The Khattak Foundation with the Chairman having the casting vote only which means he will vote for a plan/project, or against it, only when there is a tie amongst the Directors.
b. Directors.
(1) MPA from PK 40
(2) MPA from PK 41
(3) In case of PK 40 if the MPA is from Karak Tehsil then
the person from Banda Daud Shah Tehsil who may have contested the elections and secured the maximum votes in the Banda Daud Shah Tehsil polling stations will also be a Director. In case the MPA is from Banda Daud Shah the rule explained in this sub paragraph will apply and the losing candidate from Karak Tehsil securing maximum votes from Karak Tehsil polling stations will be taken as a Director.
(4) A Director will be taken from the Ulema of Karak District. Whoever contests elections from the Ulema platform and has the highest votes (from amongst participating Ulema Parties candidates) in the NA 15 elections is proposed to become a Director and represent the Ulema.
(5) A Director will be taken from amongst the huge ex Servicemen population of Karak District. The method to select this Director will be worked out through discussions with them.
(6) A Director will be taken from each Tehsil and Karak City to represent the general public at this highest body of the Khattak Foundation. Methodology to select or elect these 4xDirectors will be worked out after a consultation process.
(7) A Director will be taken from the highly educated youth of Karak District. This Director will have to be a Masters and between 25 to 30 years of age at the time of his appointment.

NOTE:- Together all these i.e. The Chairman and ten Directors will become the Board of Governors for the Khattak Foundation. Co-opted members of the Board will be the heads of the different Divisions (discussed below) but these members will not have a right to vote for, or against, the items that come up for voting before the Board of Governors.

b. The Finance Division. This Division will, within the Khattak Foundation, receive and disburse all funds besides ensuring that the funds and the spending of The Khattak Foundation are properly audited by a reputed Chartered Accountant Firm. This Department will be headed by a person appointed through a proper process and the appointment will have to be ratified by the Board of Governors through a vote. The position will be tenable by a Karak resident and the post will be properly advertised.

c. The Planning Division. This Division of the Khattak Foundation will be responsible for detailed planning for the development of Karak in all sectors like communication, health, education, industries, cottage industries, agriculture, power generation and small dams besides other aspects of the collective life of the Khattaks of Karak. After planning and according due priorities the plans shall be put before the Board of Governors that will debate each and every project and then, through a vote accept, or reject, the Planning Division’s projects and their priorities. Once this is done the approved projects will be communicated to the Finance Division which will allocate funds as per requirement and the priorities accorded by the Board of Governors in the light of the finances available which would, always, have been made available to the Board of Governors prior to the discussion on the projects.

d. The Executive Division. This Division will serve as the vehicle to recycle all the funds available as this Division will execute all the approved projects on a no profit basis. I said recycle because while the projects would have been completed on ground the funds spent would have found their way back to the Khattak Foundation through the following companies that will be created for the Khattak Foundation and will be owned by the Foundation itself. This Division will thus include:-

(1) A Construction Company owned by the Khattak Foundation itself which will carry out all the projects in the field of communications and civil works approved by the Board of Governors for the first three fiscal years i.e. up to 30 June 2016. In this manner, by mid-2016, the Khattak Foundation would actually own a full-fledged Construction Company that will by then be able to venture outside Karak District and obtain contracts all over Pakistan in order to earn revenue for the Khattak Foundation. For the first three years salaries and cost of machinery etc will be inbuilt in the projects allocated to the projected construction company which will provide skilled and unskilled Khattaks job opportunities. After it becomes a regular business venture in the year 2016 this company will be a constant source of revenue earning for the Khattak Foundation as well as a source of providing Khattaks of Karak job opportunities in projects all over Pakistan i.e. wherever the company can obtain contracts.

(2) A Public Health Sector Construction Company that will be able to undertake all public health projects such as provision of hand pumps, pressure pumps, construction of reservoirs, construction of small and medium sized dams, drilling of tube wells, laying of water and sewerage pipe lines etc that are approved by the Khattak Foundation Board of Governors anywhere in Karak. It too will function as a Company solely depending upon its exclusive rights to do all the Khattak Foundation projects up to 30 June 2016. Thereafter, all that has been said in (1) above for the Khattak Foundation construction company will apply to this company too. In short, it will by then become a company that will be able to look for contracts in its field of specialization all over Pakistan.

e. The Administration Division. Headed by an expert in Human Resources as its General Manager this Division will deal with all administrative details like hiring of human resources, dealing with disciplinary cases, salaries, pensions and all else that will have a bearing on the administrative upkeep of The Khattak Foundation.

The Khattak Welfare Trust

11. The Khattak Welfare Trust will be organized and run, more or less, like The Khattak Foundation which means that it too will have a Board of Governors which will be constituted like the Khattak Foundation. While the Chairman and the Directors who are taken as Directors based on the electoral results will be the same for the period of tenure of incumbent National or Provincial Assemblies of a particular time the rest of the Directors will be taken to represent the same segment of population as in The Khattak Foundation but that the individuals will not be the same as those who are Directors on the board of Governors of the Khattak Foundation.

12. ` Funding of the Khattak Welfare Trust. This Trust will be funded by the profits earned in due course by the projected commercial activities of the Khattak Foundation which is envisaged to own, in the course of the first three years, i.e. by June 2016, a construction company, a company specializing in projects in the field of irrigation, public health and water management including dams. Better off Khattaks shall be encouraged to donate generously to this Trust. Besides, the Khattak Foundation will also go into joint ventures in the Corporate Sector to broaden its revenue generation. A system of voluntary and regular contribution will be encouraged by various segments of the local population which will be converted into a pension scheme for people who will be able to opt for receiving that pension after the age of 60, or later, with the last extent being the age of 70. Efforts will also be made to get regular donations from philanthropists within the country as well as abroad. In its first two years a direct allocation will be made from the Royalty received by the Khattak Foundation and will be mainly used to grant scholarships to bright Khattak children who are university students in Pakistan and abroad. Subsequently, in time, when the Khattak Foundation becomes a profitable Foundation its Board of Governors will allocate a budget to this Trust in accordance with the funds available to it each year in terms of profits.

13. The Khattak Welfare Trust will comprise of various Divisions that will look after:-
a. Selection of students from within the tribe for education in reputed universities abroad.
b. Selection of deserving students on merit for education in various universities across the country.
c. The care of orphans and widows.
d. Helping the poorest to have their children married honourably.
e. Ensuring of medical treatment for the poorest in the tribe in as best a manner as is possible.
f. The Trust in due course will take over the new hospital in Karak and convert it into a most modern hospital which will include operation theatres for the most intricate operations. The hospital will be run on a public-private partnership ensuring the presence of the best specialists so that the Southern Districts of Khyber Pakhtunkhwa and the adjoining FATA agencies are well served with the most modern medical facilities in Karak and they, thus, do not have to carry their seriously sick patients to Peshawar or elsewhere. The Trust will ensure free treatment for the Khattaks at this hospital as this hospital would be the collective property of the tribe through funds that belong to the people of Karak as a whole. If, however, free treatment is not viable in the early stages of the Trust treatment shall be subsidized as much as is possible.

The Khattak Educational Trust.

14. This Trust is envisaged in a manner that the reader just might think that it is a rather ambitious project. But I am not thinking of the year 2013 or even 2016 but far beyond that. The ground work for the future has to be done now. I am sure that the Revenue earnings of Karak District coming out of Royalty on oil and gas production in the District will steadily increase. No one can truly depict where it can lead to because while the oil and gas production is certain to increase it is also an obvious fact that the present meager percentage of Royalty given to the District will also increase manifolds. If elected by the people of Karak it will be my endeavor to have this done not only for Karak but for all oil and gas producing Districts of Pakistan. Additionally, a concerted effort will be made to increase the District revenue from levies on other very valuable minerals found in the District. For e.g. once a road is constructed to the coal producing mountainous remote areas of Karak revenues will increase through the production of coal. Today, the coal mines take coal out of the mountains that lie in Karak through mouths that are located in Punjab because of road accessibility on the Punjab side and the same being nonexistent on the Karak side. So as revenues are increased the activities of this Trust will also increase.

15. Once constituted through an act of the Board of Governors of the Khattak Foundation, The Khattak Educational Trust will carry out a complete survey of all existing government primary schools, high schools and colleges and create zones of the district in such a circular fashion that Karak city will be the centre point and the zones will be circles of five kilometres around it with the numbering going outwards. This exercise is meant to be identifying the far flung and peripheral places in the district that need greater attention in order to be brought at par to the comparatively more developed inner areas of the district. Priorities will be accorded and in the subsequent fiscal year i.e. 2014-15 funds will be made available to this Trust to take over the worst hit areas schools and convert them into Khattak Welfare Trust Schools and Colleges. Each year more schools will be added and once the outer most zone is completed the next inner zone will be taken up till over a time period all government schools and colleges in Karak become Khattak Welfare Trust Schools and Colleges. They shall then receive, besides the existing government funds, further funding from the Khattak Educational Trust. The children of our coming generations will then be receiving quality education and will be competent to handle their future professional lives confidently besides being able to aim at better jobs as compared to now. We cannot sit back and let conditions be as they are and let the future generations be dependent upon jobs that do not give them a decent subsistence. At some stage I can visualize the Khattak Educational Trust Schools and Colleges affiliated with a known group such as the FG Public Schools and Colleges for purposes such as recognition and upkeep of standards.

Industrial Estate/Hub.

16. Karak is now served by the Indus Highway running from Peshawar to Karachi. The Indus Highway passes through the length of Karak District i.e. more than 80 kms of the Indus Highway lies in Karak. Karak is now also linked to Punjab through Shakardarra and Kalabagh. A loaded trailer from Karachi will probably arrive in Karak from Karachi harbor in around 24 hours or less. Therefore, the acquisition of raw material for any industry from abroad is no issue anymore. The road through Shakardarra-Kalabagh into lower Punjab and through Kohat-Fatehjang into upper Punjab will facilitate finished goods making their way into the Punjab markets. The Indus Highway southwards all the way to Karachi and northwards to Peshawar will facilitate the movement of finished goods to Karachi and the northern Khyber Pakhtunkhwa respectively. In the days to come Afghanistan and the Central Asian States will also be accessible when conditions in Afghanistan have improved. What serves as the punch argument for having an Industrial Estate in Karak on modern lines is the availability of gas in abundance which can easily be used to drive a power plant and thus an Industrial Estate with its own power plant and guaranteed gas supply with good lines of communications in all directions is bound to be an attraction for small, medium and large size factories/industry. To top it all Karak and surrounding areas human resource is one of the best in the country in both skilled as well as unskilled labour. It is this labour that is moving the wheels of the industry all over Pakistan – why should it not be allowed to have an industrial hub of its own? I promise the people of Karak that if I am elected, one way or another, Karak will have an industrial estate to provide jobs closer to home.

The Ex Servicemen Aspect and the projects Related to them

17. Every Karak household has more than one person serving in the Army, Navy, Air Force, Police, Frontier Corps and Frontier Constabulary. In almost every other house there is a story to be told about their elders or children who have been killed in action in 1965 and 1971 wars or during all kinds of military operations ever since independence in 1947. Karak has been a major provider of human resource to the Pakistan Army, in particular. It is now pay back time. In Karak the Fauji Foundation has to its credit only a very ordinary vocational institute. It is now time for the Army, Navy and Air Force to bring about a Cadet College in Karak and a Federal Government College for Women so that the sons and daughters of the ex-servicemen of Karak are provided quality education and instead of getting enrolled as sepoys these sons and daughters get an opportunity to become officers in the armed forces, doctors and engineers. This is the least that the army and the other services can do in order to recognize the contribution made by the Khattak manpower that has served, is serving and will serve in the armed forces and the paramilitary forces of Pakistan. Additionally, a Fauji Foundation Hospital in Karak, meant for the free treatment of the poor ex-servicemen and their kith and kin would amount to only a small token of recognition of the services rendered by the Khattaks in various arms of the armed forces. Hundreds of servicemen from Karak have laid down their lives for Pakistan ever since independence and their blood and extreme sacrifice now demand that Karak be accorded due attention by the armed forces in terms of welfare of the ex-servicemen and their families. It shall be my endeavor to liaise with the services headquarters and bring about the projects that I have mentioned in this policy paper.

The District Administration Role

18. In the simplest of terms the District Administration will be freed of political control and will serve the people directly in their respective fields. The people of Karak will no longer run around after public representatives for anything related to the normal civic life of individuals or of that of a village or area. The District Administration will tend to all complaints and will render a report of all complaints made to them and the disposal of those complaints on a weekly basis on a standard format. Moreover, a system will be evolved so that whenever a complaint or requirement is made to any segment of the District Administration the same will be duplicated to the MNA and the two MPAs so that a counter check mechanism is available. In short, the Administration will be freed from the shackles that the public representatives put around their feet and, in turn, the general public will be freed from their dependence upon the public representatives for the smallest justified requirement to the bigger aspects of individual and collective life. Karak will be a District wherein people will feel that they are the masters of their own destinies. INSHA ALLAH

Conclusion. In conclusion it shall suffice to say that I have only outlined my thoughts about how to make Karak a developed District for others to take as an example and emulate. The plan I have outlined can easily be modified and adopted for other Districts as suited to their peculiar characteristics. As I said this is an outline plan that will be polished and improved after a public debate, on and off line. Views and critique will be gladly accepted and the thus ongoing collective thought process will refine this outline plan. Karak has to develop and will develop. That is my promise to the Khattaks of Karak. The choice of choosing between the dark past and a bright future will belong to the people of Karak on 11 May 2013 when they cast their votes.

MASOOD SHARIF KHAN KHATTAK QUITS PAKISTAN TEHREEK INSAF

1. The youth of every era of Pakistan’s political history have been desirous of a CHANGE and this phenomenon is ongoing. I have firmly held the agenda for CHANGE close to my heart from the time I was a young man. This is why I identify myself with the youth of Pakistan despite my age. Therefore, at the time I am parting ways with the PTI, I want to extend my apologies to the vibrant youth within the PTI with whom I always enjoyed a very healthy relationship. Much that I had wanted to play a positive and solid role in bringing about a CHANGE certain lobbies deep within the top hierarchy of the PTI and, sadly, the Chairman (Imran Khan) himself were out to ensure that I am not able to play that role and am not effective in any manner to help in bringing about the agenda of CHANGE. The very purpose of my joining the PTI in the first place was thus destroyed. I had many options open to me when I joined the PTI full of fervour and enthusiasm to help expedite the growth of the PTI. By his arrogance and contemptuous indifference Imran Khan himself, playing into the hands of the sycophants around him, destroyed my fervour, motivation and enthusiasm to an extent that today I am forced to take this unpleasant decision of parting ways with the PTI. I hope the PTI cadres realize that the responsibility of losing dedicated people like me lies more with their own Chairman (Imran Khan) than anyone else. I hung on in PTI by swallowing my pride for as long as I could. I could bring it this far (1year and 6 months) and no more.

2. Having said that I shall now like to announce to the people of Pakistan, through the country’s vibrant print and electronic media, that I am no longer affiliated with the PTI in any way whatsoever. There should now be no confusion of any sort that I am a free citizen of Pakistan having the right to associate, or not to associate, myself in any manner with any individual or political party of Pakistan. In the foreseeable future I see myself as an independent politician and will also contest the coming general elections from my home Constituency i.e. KARAK (NA 15) as an independent candidate.

3. As of now I shall support all positive actions and decisions of any political party (including PTI), politician and/or association which are in the best interest of Pakistan. While I will always relish the memories of my slain political leader of more than two decades i.e. Shaheed Mohtarma Benazir Bhutto I cannot say that I will relish the bitter memories I take away of my days with the politically amateurish Imran Khan. However, I will certainly hold close to my chest the lovely memories of my association with the common workers of the PTI.

4. I am leaving PTI mainly because I have lost faith in the sense of fair play, justice and other leadership attributes that I thought Imran Khan possessed and would also practice. Sycophants and people who can help support Imran Khan’s aims and objectives with funds etc were always the in people. Thankfully, I do not qualify on both counts and, thus, after a suffocating year and a half I now have no option but to part ways with Imran Khan. At my age and with my experience self respect, dignity and honour means a lot more than anything else. I and some others who have left the PTI did not join it just to clap for Imran Khan but to be effectively utilized for the bringing about of the CHANGE Agenda for Pakistan. If Imran Khan is unable to utilize the limited human resources/experience voluntarily available to PTI he cannot, rest assured, do the same for Pakistan.

5. Let me say that, on 11/11/11 I was the first known personality who joined PTI after the Lahore jalsa of 30 Oct 2011. For whatever reasons, thereafter, others followed. Many of those who joined PTI after I had joined it left PTI long ago. From Khyber Pakhtunkhwa the prominent people, besides me, who joined PTI, were Khwaja Khan Hoti, Iftikhar Jhagrha, Iftikhar Gillani, and Pervaiz Khattak. All of them, except Pervaiz Khattak, have left one by one due to Imran Khan’s arrogance and contempt of the political elders/personalities from Khyber Pakhtunkhwa within his ranks. Pervaiz Khattak is the only one left and it is common knowledge that he too is very upset by the fact that his loss in the completely rigged elections for the Khyber Pakhtunkhwa PTI President was manipulated at the highest levels. How can Imran Khan , whose Central Secretariat is divided into so many lobbies, each trying to promote (by hook or crook), the elections of one, or another, candidate talk about demanding fair and free elections in Pakistan and claim that none but he (Imran Khan) can save Pakistan? Malpractices like corruption, nepotism, favouritism, intrigues, and conspiracies etc that exist on the Pakistani political landscape and within other political parties also exist within the PTI upper hierarchy. Since I did not believe in being a part of the lobbies within the PTI it became increasingly difficult for me to remain an effective and productive member of the PTI. Today, it has become impossible for me to remain in the PTI anymore with my pride, self respect, dignity and honour intact.

6. Despite many invitations from me for a jalsa at Karak Imran Khan avoided going there. Imran Khan chose to neglect KARAK and the southern Districts of Khyber Pakhtunkhwa. So much so that Imran Khan said on Television that he will go to KARAK if the day would be of 48 hours. I cannot accept as a leader of mine a person that neglects and accords no importance to KARAK and the southern Districts of Khyber Pakhtunkhwa.

7. I also think it necessary to remind the people of Khyber Pakhtunkhwa that in 2002 Imran Khan contested against me from NA 15 (KARAK) and lost securing 9000 odd votes that were actually cast in his favour through the support of two influential local politicians whose purpose was to break my vote bank. I lost that election in 2002 and was placed second because of this dent in my vote bank. That Imran Khan never once, since 2002, venture across from Mianwali to Karak to thank the Khattaks for having given him 9000plus votes in 2002 shows his indifference towards the Khattaks of KARAK, in particular, and the Pakhtuns in general.

8. Last but not least, the Pakhtuns should ask themselves that if Imran Khan has treated all the prominent political personalities from Khyber Pakhtunkhwa who joined the PTI with utter contempt, disrespect, neglect and arrogance how can he ever give the Pakhtuns (as a people) their due respect once he has utilized their political support? All of us from Khyber Pakhtunkhwa who joined Imran Khan were used by him (Imran Khan) to give a boost to the momentum gained from the 30 October 2011 Lahore Jalsa and then treated with arrogance and contempt of a degree that I have never seen anywhere in Pakistani politics. The Pakhtuns respect those who respect their elders. Imran Khan has treated all Khyber Pakhtunkhwa political elders/reputed personalities with utter contempt, disrespect and arrogance. Therefore, it is time for the Pakhtuns to open their eyes and not be used once again as they have always been used by one or another political leader to further their own cause and then forget them.
9. The PTI common supporter and worker saw me amongst them in Mardan, Jhagrha, Peshawar, Chitral, Haripur, Khanspur, Ghazi, right at the head of the Peace March, Islamabad, Kasur, Gujranwala, Rawalpindi etc. I now do not have the heart to carry on with all this due to Imran Khan’s absolutely contemptuous, arrogant, biased, prejudiced and unjust attitude towards people like me who value their self respect, dignity and honour. The common workers of the PTI are the only people I will miss from my days with the PTI.
